Fu Xiaohui is a Master of Law and Senior Policy Researcher. The previous leadership positions he held include: Director of General Office and then Director of the Organizational Department of China Communist Youth League Beijing Committee; Deputy Director General of Beijing Intellectual Property Office; Deputy Director General of the Department of Protection and Coordination, State Intellectual Property Office; Member of the Standing Committee and Director of the Organizational Department of CPC Tongzhou District Committee; and Deputy Party Secretary of Beijing Tongzhou District.
